Zerwas, Chief of Police <br /> River Date: April 17, 1997 <br /> Police Department Subject: DOWNTOWN HANDICAP PARKING <br /> I have been directed by the City Council to re-evaluate the <br /> handicap parking needs in the downtown area. I contacted Curt <br /> Wiehle from the Minnesota State Building Code Division regarding <br /> this issue. Mr. Wiehle deals extensively with ADA and handicap <br /> accessibility in his capacity. <br /> In my conversation with Curt, he indicated there isn't an actual <br /> State code for handicap parking on City streets. He mentioned that <br /> municipalities should determine their own conditions. <br /> However, he did indicate that handicap parking spaces in a downtown <br /> environment should be spread throughout the shopping area. His <br /> rationale was that handicap spaces should be spread out for ease of <br /> accessibility to all businesses. He indicated to me that <br /> clustering handicap spaces in the center of a shopping area wasn't <br /> appropriate. <br /> • I have looked at the downtown area and am suggesting some changes <br /> from what was recently approved by the City Council.
