Mr. <br /> Penske would like to lease space in the recycling center building located at <br /> the corner of Highway 10 and 165th Avenue NW. Mr. Penske would like to <br /> operate a used car sales business at this location, however, used car sales are <br /> not allowed in the light industrial (I-1) zoning district. <br /> At their July 15, 1996, meeting, the Mayor and City Council recommended <br /> that staff review this request with the Planning Commission, to amend the <br /> use section of the Elk River Zoning Ordinance to allow used car sales in the <br /> light industrial zone. <br /> Analysis <br /> • The light industrial (I-1) zoning district is intended to serve as a transition <br /> between more industrial uses and residential or business uses.
