Ach, City Planner <br /> DATE: February 27, 1996 <br /> SUBJECT: Ordinance Amendment Request by <br /> the City of Elk River, Public Hearing <br /> Case No. OA 96-2 <br /> Request <br /> The City of Elk River is bring forward an ordinance amendment to consider <br /> deleting the requirement that commercial and industrial development within <br /> the urban service district be required to hook up to city water and sewer in <br /> order for development. <br /> • Overview <br /> This issue has been presented and discussed with the Planning Commission <br /> at an earlier workshop, as well as a joint meeting with the Planning <br /> Commission and City Council and representatives of the Chamber of <br /> Commerce. The primary issue at hand is whether to continue with a <br /> fundamental growth management strategy which controls commercial and <br /> industrial development from occurring unless water and sewer is available. <br /> Representatives from the Chamber of Commerce Development Committee <br /> were also present at the joint meeting and offered suggestions to facilitate <br /> development prior to City water and sewer. Suggestions were made for both <br /> residential and commercialindustrial development. See attached for specific <br /> Chamber of Commerce Development Committee comments. <br /> If the current ordinance is left in place, the next question becomes, "What can <br /> be done with the property prior to sewer and water?" This question may need <br /> to be discussed at an upcoming meeting by the Planning Commission, <br /> depending upon the outcome of this ordinance request.
