CU 87-01 <br /> ISSUE <br /> NSP is requesting a two year renewal of their conditional use <br /> permit to process municipal solid waste into refuse derived <br /> fuel (RDF) . The City Council will also consider a solid waste <br /> facility license for this plant. <br /> LOCATION <br /> East of US Highway 10 and north of 165th Avenue ( 10700-165 <br /> Avenue NW, Elk River, MN) . <br /> ATTACHMENTS <br /> Location Map, Site Plan, Correspondence from NRG dated November <br /> 30, 1993, Memo from City Engineer Terry Maurer dated December <br /> 7, 1993, Memo from City Environmental Consultant John Lichter <br /> dated December 22, 1993, and a revised conditional use permit. <br /> SITE ZONING <br /> The zoning of NSP ' s site is Solid Waste Facility (SWF) with an <br /> underlying Light Industrial ( I1) zone. <br /> BACKGROUND <br /> NSP made application in 1986 and first received approval of a <br /> conditional use permit for a solid waste facility to process <br /> municipal solid waste into refuse derived fuel in 1987 . <br /> According to NSP' s conditional use permit, it must be renewed <br /> with the City every two years . The City Council also acts on a <br /> solid waste facility license every two years . <br /> NSP also needs a license from Sherburne County and a permit <br /> from the Minnesota Pollution Control Agency (MPCA) to operate <br /> their facility. Staff has coordinated with Sherburne County <br /> Environmental Officer Dave Lucas regarding NSP' s permit. <br /> TRAFFIC <br /> 411 Staff has asked Terry Maurer to review certain traffic issues <br /> regarding NSP ' s plant.
