Beahen, Chief of Police <br /> <br />TO: <br /> <br />DATE: <br /> <br />March 14, 2005 <br /> <br />SUBJECT: <br /> <br />Promotion to Captain <br /> <br />The promotional process for the Administrative Captain's position is complete. There were two <br />officers who tested for the position, Sgt. Ron Nierenhausen and Investigator Robert I<1untz. Both <br />individuals were equally qualified and both possessed the credentials to perform the job. <br /> <br />The oral board consisted of myself, Captain Bradley Rolfe and Lori J ohnson. We felt that <br />Investigator I<1untz offered the smoothest transition into this new position, as his experience with <br />investigations, contact with school officials, county attorney staff and social service employees, gives <br />him a greater advantage in supervising the administrative end of the police operations-which includes <br />the investigative and juvenile unit. This was the primary factor in our choice for selecting I<1untz as <br />the Captain candidate. <br /> <br />I would request that the council approve this request for promotion to Administrative Captain <br />effective Tuesday, March 15th 2005 at 8:00 a.m. I<1untz would complete a six month period of <br />orientation ending on September 15,2005. I am requesting that he start at step D, pay grade 9E, <br />which is $72,872.38, and that upon completion of his 6-month orientation period he advance to step <br />E, pay grade 9E which is $75,525.50 per year. There is limited ability to start this position any lower, <br />as the lower steps on the pay plan would allow little or no difference between this position the <br />current top pay for the patrol sergeants. Sergeants are eligible for overtime and WIP, while this is a <br />salaried position. When Captain Rolfe was promoted, it was important to keep the difference <br />between the sergeants and the Captain significant enough to compensate for the workload and <br />assignments that the Captain must undertake. <br /> <br />I assure the council that Investigator I<1untz will make an excellent addition to our administrative <br />staff. Both Captain Rolfe and I are looking forward to working with Robert to effectively manage our <br />department as the city and department continue to grow and evolve. <br /> <br />Lastly, Sgt. Nierenhausen is commended for his excellent participation in this process. He is an <br />excellent supervisor and member of the agency, and I would hope that a future promotion will allow <br />him the chance to move up the ranks as well. <br />
