Request for Action <br /> <br /> <br />To Item Number <br />Mayor and City Council 8.2 <br />Agenda Section Meeting Date Prepared by <br />General Business July 17, 2017 Zack Carlton, Planning Manager <br />Item Description Reviewed by <br />Downtown Development Framework Cal Portner, City Administrator <br />Reviewed by <br /> <br /> <br />Action Requested <br />Approve or Deny, by motion, an ordinance establishing a moratorium temporarily prohibiting the <br />approval of Conditional Use Permits and Zone Changes for properties within the Downtown Zoning <br />District. <br /> <br />Background/Discussion <br />On July 3, 2017, the City Council discussed the school district building and development plans for the <br />downtown zoning district. The school district building is currently for sale and the owners had received <br />two offers prior to the meeting. Council expressed interest in purchasing or redeveloping the site, and <br />noted that due to the increased momentum of the Mississippi Connections Plan, this may be a good time <br />to explore changes to the Downtown Zoning District. <br /> <br />To provide the city with the necessary time to review the desired uses and boundaries for the Downtown <br />Zoning District, city staff prepared a moratorium temporarily prohibiting approval of Conditional Use <br />Permits (CUPs) and Zone Changes within the district. A moratorium will provide the city with an <br />opportunity to review the current uses and boundaries of the district for consistency with the Mississippi <br />Connections Plan.
