However, <br />at the end there was a concern about reevaluating the funding formula if <br />anything changed by 20 percent or more. Due to this concern, the city did not <br />accept the proposed agreement. <br /> <br />. <br /> <br />Attached for your information is the minutes of the March 22, 1999, Elk <br />River City Council meeting at which the city/school liaison program was <br />discussed. These minutes state Councilmember Motin's concern regarding <br />the 20 percent clause and include comments on the school/city committee <br />discussion on growth in the per capita amount. <br /> <br />Dr. Flannery has recently stated to me that the district is willing to go to the <br />$2.00 level without renegotiating, but at any point above $2.00, renegotiation <br />must take place. Dr. Flannery indicated that there is no need to get the <br />committee back together because this is the position of the School District. If <br />we believe that the legislature will only make increases at $.50 steps, then <br />the School Board's position may be alright for us. But, if we believe increases <br />could be authorized by the legislature in odd amounts, then we should be <br />prepared for renegotiations at any time. If anything over $2.00 per capita is <br />renegotiated, then the 20 percent concern only relates to a shift in student <br />population. <br /> <br />. <br /> <br />These terms from the School Board may be acceptable to the council. We can <br />always withdraw from the program and have the county take over the service <br />if we are dissatisfied with any renegotiations. The per capita amount may <br />never change. The current funding level is $1.50 per capita and equals <br />$43,000. Based on the present formula, $2.00 per capita would generate <br />approximately $57,000 for the city of Elk River.
