Ordinance Amendment 99- <br /> <br />Overview <br /> <br />The open space development ordinance is written to permit clustering in an <br />overlay district for the RIa (Rural Residential District) and Al (Agricultural <br />Conservation) zones if the development meets the minimum requirements. <br />The overlay district will be similar to the Antenna Tower districts or the <br />Mineral Excavation districts.. <br /> <br />Staff has solicited comments from developers and the MN Land Trust. The <br />City Attorney has not yet commented on the Ordinance Amendment. <br /> <br />The ordinance was written incorporating aspects of other cities ordinances. <br />Written into this ordinance are the criteria the MN Land Trust uses to decide <br />for what land they will hold conservation easements. At this time, staff is <br />researching several different conservation easement holders and their <br />enforcement mechanisms. <br /> <br />. <br /> <br />13065 Orono Parkway · P.O.
