<br />Request for Action <br /> <br /> <br />To Item Number <br /> <br />Mayor and City Council 4.3 <br />Agenda Section Meeting Date Prepared by <br /> <br />ConsentMay 1, 2017Tina Allard, City Clerk <br />Item Description Reviewed by <br />Board/Commission Attendance Policy Cal Portner, City Administrator <br />Reviewed by <br /> <br /> <br />Action Requested <br /> <br />Approve, by motion, changes to the board/commission attendance policy as noted below. <br /> <br />Background/Discussion <br /> <br />At a March meeting, Council directed staff to look at adjusting the Commission Attendance Policy so it <br />will be easier for staff, commissioners, and liaisons to track. <br /> <br />Staff suggests two changes: <br /> <br />1.Breaking out the commissions who meet monthly from all other commissions. <br /> <br />2.Change from a rolling 12-month period to a calendar year. <br /> <br />New Policy <br />Regularly Scheduled Monthly Commissions – Lack of attendance is defined as missing three (3) meetings <br />(including Regular and Special Meetings) scheduled during a calendar year. <br />All Other Commissions – Lack of attendance is defined as missing two (2) meetings (including Regular <br />and Special Meetings) scheduled during a calendar year. <br /> <br />Current Policy <br />Members shall be automatically removed for lack of attendance. Lack of attendance is defined as a failure <br />to attend three (3) meetings or, at least two-thirds of the meetings (including regular and special meetings) <br />scheduled during a rolling 12-month period. Participation for less than three-fourths of a meeting shall <br />be the same as a failure to attend a meeting. Members removed pursuant to this paragraph shall not <br />continue to serve on the board and such removal shall create a vacancy. A member may appeal the <br />termination by requesting a hearing before the City Council within 10 days of notice of termination. <br /> <br />If the change is approved, an update to all commissions will be provided. Staff would ask for the new <br />policy to begin May 2, 2017, so the calendar year for 2017 would run from May to December. <br /> <br />Financial Impact <br /> <br />NA <br /> <br />Attachments <br /> <br /> <br /> <br />None <br /> <br />
