<br />VILLAGE OF ELK RIVER <br />January 13, 1891 <br /> <br /> <br />th <br />Minutes of the proceedings of the Charter Election of the Village of Elk River held on the 13 day <br />of January 1891. <br /> <br />James N. Hare and Geo. Barrett were appointed Judges of Election and each subscribed to the oath <br />of office to serve as such judges. <br /> <br />E.E. Bryant, Recorder of said Village, subscribed the oath of office to serve as Clerk of said election. <br /> <br />Proclamation of the opening of the polls was made by Jas. U. Hare, one of the judges, at one o’clock <br />p.m. and the election of officers proceeded. <br /> <br />At five o’clock p.m. the polls were closed by proclamation of Jas. U. Hare, one of the judges. <br /> <br />The judges then proceeded to publicly canvass the votes, and the persons having the greatest <br />number of votes for the respective offices voted for were declared elected. <br /> <br />The following is a correct statement of the canvass of votes by ballot for the election of officers as <br />publicly canvassed by the judges’ vigil: <br /> <br /> C.S. Wheaton had 23 votes for President <br /> <br />C.S. Wheaton was declared President <br /> <br /> D.R. Houlton had 23 votes for Trustee. <br /> N.K. Whittman had 22 votes for Trustee <br /> D.H. Shaw had 22 votes for Trustee <br /> P. Clute had 1 vote for Trustee <br /> <br />D.R. Houlton, N.K. Whittman and D.H. Shaw were declared Elected Trustees <br /> <br /> E.E. Bryant had 23 votes for Recorder and was declared elected. <br /> <br /> M.J. Costillo had 22 votes for Treasurer and was declared elected. <br /> <br />B.A. Latta and Jas., N. Hare each received 23 votes for Justice of the Peace and were <br />declared elected. <br /> <br />A true record. <br /> <br />Attest: E.E.
