The issue relates to whether non-city residents <br />should be allowed to serve on boards and,commissions. On January <br />11, 1999, the City Council directed staff to prepare ordinance <br />amendments relating to residency on boards and commissions. <br /> <br />Staff has prepared ordinance amendments to the City Code in <br />respect to residency. Each amendment is drafted with language that <br />allows only Elk River residents to serve on Commissions. A separate <br />ordinance amendment has been drafted for each commission <br />(Planning Commission, Park and Recreation Commission, Utilities <br />Commission and Ice Arena Commission). This will allow the council <br />to review the issue as it is relative to each individual commission <br />and to act on each commission independently. <br /> <br />The Council has requested that the ordinance amendments include <br />language allowing non-residents currently serving on commissions <br />to be grandfathered-in for one more term. This language has been <br />included only if there currently is a non-resident serving on the <br />commission. <br /> <br />Councilmember Farber requested that the public be allowed to <br />speak to this issue. This subject does not require a formal public <br />hearing and has not been advertised as such.
