city of <br /> El � Request for Action <br /> River <br /> To Item Number <br /> Planning Commission 5.2 <br /> Agenda Section Meeting Date Prepared by <br /> Public Hearings August 23, 2016 Chris Leeseberg, Senior Planner <br /> Item Description Reviewed by <br /> City of Elk River Zack Carlton,Planning Manager <br /> • Ordinance Amendment relating to Recycling Reviewed by <br /> Processing Centers, Case No. OA 16-10 <br /> Action Requested <br /> Recommend, by motion,approval of the Ordinance Amendment as proposed. <br /> Background/Discussion <br /> The City Council directed staff to expand the definition of Recycling Processing Centers to allow the <br /> staging of vehicles for salvage or processing off site. Staff recommends expanding the definition to allow <br /> staging vehicles for recycling,but continue to prohibit on site salvage or processing. <br /> Staff proposes the following language for the definition of Recycling Processing Centers: <br /> Recycling Processing Center means land or buildings where reusable materials are bought, sold, exchanged, <br /> stored, baled, cleaned,packed,disassembled or handled,including metal,rags,plastic,paper, cardboard, <br /> rubber (excluding tires),glass and wood products, or where segregated waste materials are reprocessed <br /> intt) usable, salable products. The staging of motor vehicles and motorcycles for processing off site shall <br /> be permitted. The salvage of motor vehicles,,motorcycles,and machinery parts are not included and shall <br /> be prohibited at a recycling processing center. <br /> A significant amount of our zoning uses are not defined and staff is currently working on creating, <br /> modifying, and combining many definitions as they relate to the land development regulations. It is <br /> anticipated the definition of motor vehicle will be any self-propelled vehicle, except motorcycles, designed primarily <br /> for transportation of passengers(70 or less)or goods along public streets or alleys, or other public ways. <br /> Specific number of vehicles allowed to be staged will be reviewed and determined during the Conditional <br /> Use Permit process. <br /> Financial Impact <br /> None <br /> Council Meeting <br /> If acted on, this item will go to the September 19, 2016, City Council meeting. <br /> Attachments <br /> • Ordinance <br /> 1OIERED 11 <br /> �iATURE <br />
