Elk -- Request for Action <br /> River <br /> To Item Number <br /> Planning Commission 6.5 <br /> Agenda Section Meeting Date Prepared by <br /> Public Hearing April 26,2016 BrieAnna Simon,Planner <br /> Item Description Reviewed by <br /> City of Elk River—Ordinance Amendment relating Chris Leeseberg, Senior Planner <br /> to wall signage, Case No. OA 16-04 Reviewed by <br /> Zack Carlton,Planning Manager <br /> Action Requested <br /> Recommend, by motion, approval of an ordinance amendment allowing wall signs to cover 15 percent of <br /> façade area in the Mixed Use Elk River Plaza (MU-ERP) district. <br /> Background/Discussion <br /> Staff is recommending an ordinance amendment to the MU-ERP district to reflect the recent changes <br /> made to Chapter 30,Article VI,Division 5, Subdivision II, entitled "Signs" of the City Code,which <br /> modified the limiting factor for sign area per façade. <br /> The Chamber of Commerce recommended to the City Council using 15 percent of the wall space as a <br /> limiting factor for sign size. The City Council approved an amendment to the ordinance (OA 13-02) as it <br /> pertains to sign requirements. It limited the sign area to a maximum of 15 percent of a facade area in the <br /> following districts: <br /> • C-1 central business district <br /> • C-2 office district <br /> • C-3 highway commercial district <br /> • C-4 community commercial district <br /> • I-1 light industrial district <br /> • I-2 medium industrial district <br /> • I-3 general industrial district <br /> • BP business park district <br /> In general, the allowed wall signage area increased for all of these districts. Staff identified an oversight <br /> with sign size requirements located in the MU-ERP. The language in Section 30-1584 limits each <br /> building occupancy to two wall signs not to exceed a total of 200 square feet. This district's commercial <br /> subzone is consistent with typical uses in the C-3 Highway Business district. <br /> In order to be consistent with other similar commercial districts (C-3), staff is recommending an <br /> amendment to Section 30-1584,increasing permitted sign size to 15 percent of the façade area in the MU- <br /> ERP district.
