Item 8. <br /> • Elk <br /> River <br /> MEMORANDUM <br /> TO: Economic Development Authority <br /> FROM: Catherine Mehelich, Director of Economic Development <br /> DATE: May 14, 2001 <br /> SUBJECT: Business Park Design Standards. <br /> The Planning Commission recently held a workshop,in which the EDA was invited to <br /> attend, for a discussion regarding the Business Park design standards. The attached current <br /> Business Park design standards prohibit the use of pre-cast concrete panels. Brookstone <br /> Development has raised the concern about the prohibition of pre-cast concrete panels and <br /> the limitations it presents for business development. <br /> Attachment <br /> • • Business Park Zoning District Standards <br /> At the May 8, 2001 workshop,Brookstone Development presented a video of pre-cast <br /> buildings in other communities and similar to buildings they would propose for the East <br /> Business Park. Brookstone also presented written standards for Planning Commission <br /> consideration. EDA members stated interest in continuing a discussion of the current <br /> Business Park design standards,issues raised by Brookstone Development, and impact on <br /> the Economic Development Industrial Marketing Strategy. <br /> The Planning Commission stated a willingness to consider revision to the ordinance with <br /> appropriate language that clarifies the City's vision for Business Park construction materials <br /> and buildings. The Planning Commission directed staff to re-work the language proposed <br /> by Brookstone and to review the proposed ordinance with the development community and <br /> economic development key accounts for input. <br /> In addition, a concern has been raised regarding the process of rezoning Light Industrial, <br /> Medium Industrial or Business Park property to other zoning and land uses (e.g. residential). <br /> The concern is reducing the amount of business development areas in the City,when the <br /> City has identified business development as a priority within the Strategic Economic <br /> Development Plan. Staff recommends that the EDA have the opportunity to review such <br /> rezonings for comment and recommendation as it relates to the Economic Development <br /> Industrial Marketing Strategy. <br /> • <br /> S:\EDA\AGENDA\MAYBP.DOC <br />
