City of <br />Elk <br />River <br />Request for Action <br />To <br />Item Number <br />Planning Commission <br />5.4b <br />Agenda Section <br />Meeting Date <br />Prepared by <br />Planning Items <br />June 23, 2015 <br />Chris Leeseber , Park Planner - Planner <br />Item Description <br />Reviewed by <br />Land Use Amendment to change the land use of <br />Zack Carlton, Planner I <br />Reviewed by <br />the property located east of Hwy 169 and between <br />the 215th and 221st road alignments, from <br />Development Reserve /Mining /Residential to <br />Highway Business /Mining, Case No. LU 15 -03 — <br />Public Hearing <br />Action Requested <br />Review and comment on the proposal. <br />Open and continue the public hearing until July 14, 2015. <br />Overview <br />The property currently has a land use designation of Development Reserve /Mining /Residential and the <br />applicant has requested to amend to comprehensive plan to guide the property for development as <br />Highway Business /Mining. <br />Background /Discussion <br />As reviewed in the Ordinance Amendment (OA15 -04) earlier, a new zoning district was requested to <br />accommodate the applicant's long term vision for their properties. Many of the uses in the proposed <br />zoning district are highway business in nature. <br />In order for the properties to be rezoned, as requested by the applicant (ZC 15 -06), the underlying land <br />use needs to support the proposed zoning district, which it currently does not.
