**Item 3.3.**

Howard R, Green Qompany
QONSULTING ENGINEER8
April 19, 2000
File: 810110J-0060

Honorable Mayor and City Council
City of Elk River
13065 Orono Parkway
P.O. Box 490
Elk River, MN 55330-1900

RE: GRIT CLASSIFIER REPLACEMENT- WWTP

Dear Council Members:

Several years ago when the wastewater treatment plant was upgraded, the grit classifier was
not replaced. At that time, it was determined to have several more years of useful life. Gary
Leirmoe, wastewater treatment plant operator, has recently been experiencing problems with
the grit classifier and has spent a substantial amount of time trying to maintain that piece of
equipment. Therefore, it was determined that it is the appropriate time to bid the replacement of
this equipment before a catastrophic failure throws the treatment plant out of compliance with its
MPCA permit. Gary has worked with a local supplier of this type of equipment to determine
which make and model would most appropriately work at the wastewater treatment plant. We
have recently prepared bidding documents for contractors to supply the equipment and install it
in the wastewater treatment plant. Bids were opened on Monday, April 17, 2000. There were a
total of three bidders. The following list provides the bidder and their total bid:

Gridor Construction
Madsen Johnson Corporation
NewMech Company

$46,400
58,600
83,500

The Iow bid provided by Gridor Construction is a very good competitive bid, considering that the
cost of the equipment itself is approximately $28,000. Therefore, we would recommend award
to Gridor Construction as the lowest responsible bidder. The lead time for ordering this
equipment is approximately 10 to 12 weeks, so it is anticipated that the new piece of equipment
can be installed and operational at the wastewater treatment plant by mid-July of this year.

If you have any questions regarding this, please call.

Sincerely,

Howard R.
