City of
Elk - Request for Action
River O.
To Item Number
Mayor and City Council 4.8
Agenda Section Meeting Date Prepared by
Consent March 3, 2014 Zack Carlton,Planner
Item Description Reviewed by
Authorization to Apply for MN Historical Society Jere m Barnhart,Deputy Director, CODD
Certified Local Government Grant for Water Reviewed by
Tower Cal Portner, City Administrator
Action Requested
Authorize,by motion, staff to apply for a Minnesota Historical Society Certified Local Government
Grant to fund a historic structures report for the Jackson Street Water Tower.
Background/Discussion
The Elk River Heritage Preservation Commission (HPC) is seeking to move forward with the restoration
of the Jackson Street Water Tower. The water tower was listed on the National Register of Historic
Places in late 2012 and as a result is eligible for additional funding opportunities for restoration initiatives.
The Heritage Preservation Commission is moving forward with a number of initiatives to raise money for
the restoration project, and the Certified Local Government (CLG) Grant can be used to provide
additional funding for the various stages of work, beginning with a historic structure report.
The first step for the successful restoration of a historic structure is a historic structures report. The
report is used to analyze historic property, establish preservation objectives, and schedule their
accomplishment. The results save time, money, and minimize mistakes during the restoration.
A historic structure report is estimated to cost between $4,500 and $5,000. The CLG grant requires a 40
percent funding match, or approximately$2,000. The HPC began fundraising for the restoration of the
water tower in 2012, and has received $858 in donations. The City Council authorized the use of these
donations for match requirements during their July 1, 2013, meeting. Remaining funding could come
from the 2014 Mayor and Council budget, which appropriates $1,500 for professional services for HPC
functions.
Financial Impact
If awarded, approximately$2,000.
Attachments
■ Sample Historic Structures Report format
P a w E A E U s r
NaA f RE]
