Howard R, Green Oompany <br /> July 3, 2002 <br /> File: 816941J-0060 <br /> <br />Item 5.5. <br /> <br />The Honorable Mayor and City Council <br />City of Elk River <br />13065 Orono Parkway <br />Elk River, MN 55330-5600 <br /> <br />RE: ORONO PARKWAY IMPROVEMENTS <br /> <br />Dear Council Members: <br /> <br />As We discussed with you at the last City Council meeting, we have attempted to negotiate a <br />change order with the Iow bidder on the Orono Parkway Improvements to eliminate the <br />reinstallation of the lighting system. Thus far, we have been unable to negotiate what we <br />believe to be a reasonable price for the removal of the existing lights or, in other words, a <br />reasonable deduct for not reinstalling the lights. The Contractor is insistent that he receive one- <br />third of his bid amount, approximately $33,000, for removing the lights. We believe this amount <br />is far in excess of what the work is actually worth. Therefore, we would recommend rejecting all <br />of the bids received for the Orono Parkway Improvements and directing staff to re-advertise for <br />the bidding of the project minus the reinstallation of the lighting component. Attached is a <br />resolution which will accomplish both items: rejecting the bids and authorizing re-advertisement <br />for the bid on the revised project. <br /> <br />For your information, Phil Hals and I have been looking at a small street maintenance project at <br />the intersection of 193rd Avenue and Evans Street in the vicinity of the City liquor store. Evans <br />Street is showing significant rutting as the southbound lane approaches the stop sign. We <br />assume that this is due to the relatively heavy vehicles that this intersection sees. There is also <br />some deterioration of the bituminous surface on the edge of westbound 193rd Avenue as it <br />approaches Trunk Highway 169. Therefore, the maintenance project would be to remove by <br />milling a portion of the blacktop and overlay the area. There is also some deterioration of the <br />concrete cross gutter which we believed should be replaced. We are planning to bid this work <br />with the Orono Parkway Improvements since it is very similar in the type of work. <br /> <br />If you have any questions regarding this information, I will be in attendance at your July 8, 2002, <br />City CounCilr meeting. <br /> <br />Sincerely, <br /> <br />Howard R.
