Adopt by motion the 2014 Master Fee Schedule ordinance. 3. Adopt by motion a resolution for summary publication of the Master Fee Schedule ordinance (four- fifths vote is required). Background/Discussion Annually, the City Council reviews proposed fees for the upcoming year. Proposed changes are noted in red in the attached fee schedule ordinance. Fees are adjusted to cover the cost of providing services. Items to note include: Documents (Page 4) Listings—This item is charged the photocopy rate,which is set by state law and outlined on page 1 of the fee schedule. Sanitary Sewer User Fee and Sewer Access Charge (SAC) (page 6) These fees were reviewed by the Council during budget review of the Sanitary Sewer Fund. The fee is proposed to increase by 3% and the Sewer Access Charge is proposed to increase by 3%. Surface Water Management Impact Fee (page 6) Increases 3% annually per Council Resolution 94-110. The Elk River Municipal Utilities Commission approved their fees on October 11, 2011. The city attorney had recommended the fees be listed in the master fee schedule ordinance. Fees highlighted in red that don't show a strikethrough of any changes are fees that have been in place but were missing from the fee schedule.
