City

TO:

FROM:

DATE:

SUBJECT:

MEMORANDUM

Mayor and City Council

Gary Leirmoe, WWTP Chief Operator

May 28, 2002

Replacement of Force Main

Item # 3.3.

The Force Main at the Meado'~wale Road and 193~d Avenue Lift Station has broken twice in
the past 18 months and shows indications of being ready to break again. I feel that when the
station was designed the pipe that was installed was up to code. The station was installed in
1994 and the floxv has increased quite a bit. We also noticed some problems with the check
valves. These two factors are the most likely reasons for the pipe failure.

I received three bids for the replacement of 100 ft. of 4-inch pipe and replacement of the
check vanes. I reviewed the bids with Terry Maurer and we both agree that Big Jon's has
submitted the best bid. Kober Excavating did submit the lowest price but listed 17 items that
are not included in the bid. This leaves the project open to additional costs. The wastewater
department did not budget for this repair so the funds would have to come out of the
wastewater reserve fund. I am requesting permission to notify Big Jon's and start the repairs
as soon as possible.

Recommendation
It is recommended that the City Council approve the hiring of Big Jon's to complete the
195~d Avenue/Meadowvale Road project per the attached quote.

s: \ council~w-~vtp ~bids forcemain.doc
