Box 490 <br />Elk River, MN 55330-0490 <br /> <br />RE: MISCELLANEOUS STREET PROJECTS <br /> <br />Dear Council Members: <br /> <br />In addition to the other specific items on your May 13, 2002 City Council agenda I would <br />like to update you on various miscellaneous street issues. These include the following: <br /> <br />2002 SEAL COATING PROJECT <br />Phil Hals is preparing a list of streets to be seal coated in 2002. I will have that <br />list prepared on a map for presentation at the May 13th City Council meeting. <br /> <br />KING AVENUE <br />King Avenue between Trunk Highway 10 and Main Street is in very poor <br />condition. This is a relatively heavily traveled roadway in the downtown area, <br />which accesses parking, the school district offices, the Elk River Municipal <br />Utilities Offices, and the rear of the new bank facility at King Avenue and Main <br />Street. As you are aware the Elk River Municipal Utilities are planning to move to <br />the expanded City Hall facility in spring of 2004, therefore it will be at least two <br />years before anything significant happens with the King Avenue area. Staff has <br />discussed maintenance efforts, which could be undertaken to continue to have <br />King Avenue a functioning street for the next two to five years. What we are <br />planning on doing is obtaining quotes from a bituminous contractor to mill a small <br />portion of the blacktop off and put on a thin overlay. We are planning on <br />undertaking this as a maintenance operation paid for with street funds. <br /> <br />EVANS AVENUE <br />Phil Hals and I, together with Pat Klaers have taken a look at Evans Avenue <br />south of Main Street. As you will recall, this road is in the proposed Pavement <br />Management Plan but is not anticipated to be included in the first year's project. <br />Phil Hals is well aware of the issues in this area of town and has agreed to <br />undertake some maintenance efforts, to redirect drainage, and to patch the <br />bituminous surface, again with the plan of keeping the street in an acceptable <br />condition for the next few years until a total reconstruction can be undertaken <br />with the Pavement Management Plan. <br /> <br />Ltr 05-08-02 Council[I] <br /> 1326 Energy Park Drive · St. Paul, MN 55108 · 651/644-4389 fax 651/644-9446 toll free 888/368-4389 <br /> <br /> <br />
