Box 490 <br />Elk River, MN 55330-0490 <br /> <br />RE: <br /> <br />TRUNK HIGHWAY 10 / WACO STREET SIGNALIZATION <br />PUBLIC HEARING / ASSESSMENT HEARING <br /> <br />Dear Council Members: <br /> <br />As you are aware, the public hearing/assessment headng for the TH 10/VVaco Street Signalization <br />project is scheduled for Monday evening, May 13, 2002. As stated in the feasibility study, the City <br />is proposing to assess one-quarter of the City's cost of the signal installation to the commercially <br />zoned property in the southeast quadrant of the intersection. There are a total of three properties <br />proposed to be assessed. One property is the home of the Allina Clinic. The other two properties <br />are undeveloped and still owned by the Stewart Wilson family. We have made contact with Mr. <br />Wilson and provided him with a copy of the feasibility study. <br /> <br />I will be prepared to make a brief presentation and then answer City Council and/or public <br />questions. Following the close of the public hearing/assessment hearing, it would be appropriate <br />for the City Council to consider adoption of the three attached resolutions. They are as follows: <br /> <br />· A resolution ordering the improvement; <br />· A resolution adopting the final assessment roll; and <br />· A resolution approving the plans and specifications and ordedng the advertisement for bids. <br /> <br />The total bid package also includes the signal improvements at the intersection of TH 10 and 171st <br />Avenue, adding left turn arrows at School Street and Jackson Avenue, and some work on the <br />emergency vehicle pre-emption systems at three locations in the City. <br /> <br />If you have any questions regarding this information, please call. <br /> <br />Sincerely, <br /> <br />Howard R.
