As you will recall, this project included four separate improvements <br />including a new signal system installed at Trunk Highway 10 (TH 10) and Waco. Street, <br />construction of the fourth leg to the signal system at TH 10 and 171st Avenue, installation of left <br />turn arrows at Jackson Avenue and School Street, and modifications to the advance emergency <br />vehicle preemption system at three locations. The following list provides the names of the <br />bidders with their totals. A detailed bid tabulation is attached. <br /> <br />Design Electric, Inc. <br />Killmer Electric Company, Inc. <br />Honda Electric, Inc. <br /> <br />$263,707.00 <br />$310,045.00 <br />$485,150.00 <br /> <br />Previously, Design Electric has successfully completed signal projects in the City of Elk River. <br />The engineer's estimate for the four projects combined in this bid was $305,800. Design <br />Electric's bid is approximately 14 percent under this estimate. We are therefore prepared to <br />recommend award of the contract to Design Electric. However, Schedule 1.0, the signal <br />improvement at TH 1 0 and Waco Street, will be partially funded by the Minnesota Department of <br />Transportation (MnIDOT), and that funding requires a signal agreement be approved by the City <br />Council prior to award of the contract. As of this date, we have not received the signal <br />agreement from Mn/DOT. Therefore, we are recommending award of the contract minus <br />Schedule 1. O-Signal at TH 1 0 and Waco Street until such time that the City receives the signal <br />agreement and can formally approve the agreement prior to awarding the last piece of the <br />project. This approach will allow Design Electric to begin the contract paperwork, order <br />supplies, and begin construction on the fourth leg of the intersection of TH 10 and 171st Avenue. <br />We believe that the signal agreement for TH 10 and Waco Street will be forthcoming within the <br />next couple of weeks.
