~// <br />Elk REQUEST FOR ACTION <br />River <br />TQ ITEM NUMBER <br />Ma or and Ci Council 8.1 <br />AGENDA SECTION MEETING DATE PREPARED BY <br />General Business Jul 16, 2012 ustin Femrite, Ci En ~ eer <br />ITEM DESCRIPTION REVIEWED By <br />Modifications to Jackson Avenue at TH 169 Cal Portner, Ci Administrator <br /> REVIEWED BY <br />ACTION REQUESTED <br />Execute a cooperative agreement with MnDOT and funding up to $35,000 to add aright-turn lane at the <br />intersection of TH 169 and Jackson Avenue as part of the current MnDOT mill and overlay project. <br />BACKGROUND/DISCUSSION <br />There continues to be a need for a designated right-hand turn lane for east bound motorists traveling on <br />the Jackson Avenue approach to Trunk Highway (TH) 169. We have the opportunity to have this right- <br />turn lane added as part of the existing project MnDOT is working on. <br />The proposed turn lane extension would provide a new 225-foot designated right-hand turn lane. The <br />turn lane modifications will require the need to repave a portion of the existing trail that is adjacent to the <br />south side of the road. All work will be confined within the existing right-of--way and easements that are <br />in place. We have discussed the improvements with Wells Fargo, the adjacent property owner. They are <br />comfortable with what is being proposed. <br />From an engineering perspective, the project will provide additional stacking in the right-hand turn lane <br />as well as the through-lane which currently backs up with both through and right-hand turning traffic. <br />The proposed turn lane will help improve the performance and safety of the intersection. <br />If directed to proceed, we will execute a cooperative agreement with MnDOT and have the work <br />completed through their existing mill and overlay contract with Knife River <br />FINANCIAL IMPACT <br />Initial staff estimates were $50,000 if we were to complete tlus project as a stand-alone city contract. <br />While we are still awaiting final pricing, the contractor has indicated the work will be around $30,000. <br />Staff is requesting the approval of this item be set at $35,000 so additional approval is not necessary if the <br />final price comes in higher. This intersection enhancement will be funded though the Street <br />Improvement Reserve Fund.
