'ity of <br /> <br />Item #5.3. <br /> <br />River <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />Mayor and City Council <br /> <br />FROM: Pat Klaers, City Administrator <br /> <br />DATE: May 4, 1998 <br /> <br />SUBJECT: City Hall Parking Lot <br /> <br />This item was continued from the 4/27/98 CIP meeting so that the entire <br />Council could be in attendance for the discussion. <br /> <br />Due to the growth in the number of police officers and the police department <br />fleet, there is a parking shortage during certain periods of the day (i.e. shift <br />changes) and during certain events (i.e. staff meetings). Attached for your <br />information is a sketch of the City Hall/police parking situation. The <br />recommendation before the City Council is to expand one of the pohce <br />parking areas from a 4-space lot to an 8-space lot. These additional 4 spaces <br />combined with a minor policy change will free up 7 spaces for police <br />emergency response vehicles. This policy change calls for at least three <br />employees to park their personal vehicles in the larger general city parking <br />lot rather than in the police fenced area. <br /> <br />Initially we discussed a larger parking lot expansion, but when we walked <br />the area we found that the additional black topped area would be "too much". <br />If you get a chance to walk around this parking area, you can see that <br />shifting the stalls from one direction to another significantly expands the <br />hard surface and ff 6-8 more stalls were added, then the police parking lot <br />would greatly reduce all of the green space in this area. The four space <br />expansion proposal shows that the parking area would end at about the spot <br />where the City Hall door and sidewalk begins. ( The door by the <br />wellness/fitness room.) <br /> <br />This addition of four spots and the minor pohcy change which adds three <br />more usable spots should meet our pohce parking needs for the foreseeable <br />future. However, as we add manpower and staff and as the building expands <br />to provide more office space, we will have to address this situation again in <br />the future. The estimated cost for the hard surface and concrete curb and <br />gutter is anticipated to be in the $6,000-$8,000 range. <br /> <br />13065 Orono Parkway · P.O.
