Zerwas, Chief of Police <br /> <br />February 12, 1998 <br /> <br />ASSISTANT POLICE CHIEF <br /> <br />Item 4.2. <br /> <br />This is to inform the city council that I have completed the selection process for the Assistant <br />Police Chief position. I advertised in the Minneapolis Star Tribune and the Elk River Star News <br />for two (2) weeks. There were twenty (20) applications sent out and only ten (10) returned. Of <br />the ten (10) returned, only five (5) met the minimum qualifications. The selection process <br />consisted of points being given for letter of introduction and resume, size of City/department <br />applicant was coming from, education, training, years of experience at the rank of sergeant or <br />above, civic activity and veteran's preference. <br /> <br />The oral board, consisting of Assistant City Administrator Loft Johnson, Sherburne County <br />Sheriff Bruce Anderson, Council member Larry Farber, and I conducted oral interviews on the <br />five (5) candidates who met the minimum qualifications. The top two (2) candidates were very <br />good throughout the oral interview process, which included a formal presentation on community <br />policing. The consensus of the oral board was that Jeffrey Beahen from the Anoka Police <br />Department was our choice for Assistant Police Chief Jeff is a Senior Master Sergeant with <br />Anoka. Prior to Anoka, Jeffwas a sergeant with the Elk River Police Department. Jeffwas then, <br />and I am sure he will be now, an excellent command staff person for this department. <br /> <br />I recommend, without reservation, JeffBeahen as Assistant Police Chief for the Elk River Police <br />Department. I am, therefore, requesting authorization to make a conditional offer of employment <br />contingent on Je. ffpassing the medical, psychological and background investigation.
