1~~ //
Elk REQUEST FOR ACTION
River
TO ITEM NUMBER
Ci Council 3.7
AGENDA SECTION MEETING DATE PREPARED BY
Consent A enda une 6, 2011 T. ohn Cunnin ham, Fire Chief
ITEM DESCRIPTION REVIEWED By
Authorization to Proceed with Pump Installation for Tanker 2 Tim Simon, Finance Director
REVIEWED BY
ACTION REQUESTED
Approve proceeding with pump installation and fabrication for Tanker #2 (award to Midwest Fire
Equipment and Repair, Co.)
BACKGROUND/DISCUSSION
At present, Tanker #2, which is assigned to Station #1 on Jackson Ave., is not equipped with a
permanent mounted fire pump. It has been the goal of the fire department over the past few years to
equip this truck with a pump, similar to the setup of Tanker #1, which is assigned to Station #2 on
Orono Parkway. The addition of a PTO driven pump will provide greater versatility, particularly when
responding to grass fires and other incidents requiring copious amounts of water. This project has been
delayed for a number of years in order to fund other capital expenditures.
The Elk River Fire Department solicited quotes from two qualified vendors with the experience, training,
and background in installing fire pumps and fabricating fire vehicles. The quotes are:
• Engle Fabrication, LLC: $26,477.00
• Midwest Fire Equipment and Repair Company: $28,000
Both quotes were based on the same specifications. Both companies also provided details on the
warranty for both hardware and fabrication, which was also taken into consideration when evaluating the
proposals. Engle Fabrication will provide a three (3) year warranty on the pump and a one (1) year
warranty on all parts and fabrication. Midwest Fire Equipment and Repair Company will provide the City
with a five (5) year warranty on the pump and a ten (10) year warranty on plumbing. Given the critical
nature of this apparatus and the costs associated with pump repairs, the fire department highly
recommends that the warranty terms be taken into consideration, and, as such, award the project to
Midwest Fire Equipment and Repair Company in the amount of $28,000.
FINANCIAL IMPACT
$26,000 has been budgeted in the equipment replacement fund in 2011 for this project. There has been,
and continues to be, an increase in materials/labor since this project was originally planned and budgeted.
As the result of selling old equipment, the fire department does have funds available to cover the
remaining $2,000 costs associated with this project which will not require any additional contribution
from the equipment replacement fund.
N:\PubGc Bodies\City Council\Council RCA\Agenda Packet\OG-O1-2011\Tanker.docx
