BACKGROUND/DISCUSSION The police department wishes to amend the original Joint Powers Agreement entered into between the Department of Public Safety, Bureau of Criminal Apprehension, and the department. The original JPA was approved by the Council at the September 20, 2010 Council meeting. The amendment would allow access by the police department to the Minnesota Reports on Demand system (MROD). The statutorily required JPA between the department and the BCA was approved, but with any amendments to this agreement a new resolution is required by the state. This amendment is required, because the information in the MROD system is actually information held by the State Court Administrator's Office, but the data is administered through the BCA. The Court Administrator's Office requires that the BCA amend the JPA prior to granting access to an agenry. The MROD system is areport-generating system, which provides consolidated reports from Minnesota Court Information System data. This tool would be used by the police department to aid in rectifying suspense records and in conducting searches for criminal investigative purposes. FINANCIAL IMPACT There axe no additional costs associated with this application.
