'1-~ // <br />City of <br />Elk ---~ <br />River <br />REQUEST FOR ACTION <br />TO ITEM NUMBER <br />Ma or and Ci Council 3.3. <br />AGENDA SECTION MEETING DATE PREPARED BY <br />Consent anu 18, 2011 Braille Rolfe, Chief of Police <br />ITEM DESCRIPTION REVIEWED By <br />Amendment to Joint Powers Agreement with the State Lori ohnson, Ci Administrator <br /> REVIEWED BY <br />ACTION REQUESTED <br />Council approve the amendment to the Joint Powers Agreement (JPA), and to have the Mayor sign the <br />six copies on behalf of the Ciry. <br />BACKGROUND/DISCUSSION <br />The police department wishes to amend the original Joint Powers Agreement entered into between the <br />Department of Public Safety, Bureau of Criminal Apprehension, and the department. The original JPA <br />was approved by the Council at the September 20, 2010 Council meeting. The amendment would allow <br />access by the police department to the Minnesota Reports on Demand system (MROD). <br />The statutorily required JPA between the department and the BCA was approved, but with any <br />amendments to this agreement a new resolution is required by the state. This amendment is required, <br />because the information in the MROD system is actually information held by the State Court <br />Administrator's Office, but the data is administered through the BCA. The Court Administrator's Office <br />requires that the BCA amend the JPA prior to granting access to an agenry. <br />The MROD system is areport-generating system, which provides consolidated reports from Minnesota <br />Court Information System data.
