Call Meetinq To Order <br /> <br />Pursuant to due call and notice thereof, the meeting of the Elk River City Council <br />was called to order at 6:00 p.m. by Mayor Duitsman. <br /> <br />2. Consider Aqenda <br /> <br />COUNClLMEMBER FARBER MOVED TO APPROVE THE COUNCIL AGENDA. <br />COUNClLMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />3. Consider Consent Aqenda <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE CONSENT AGENDA AS <br />FOLLOWS: <br /> <br />3.1. <br />3.2. <br />3.3. <br /> <br />3.4. <br /> <br />CONSIDER APRIL 3, 1997, CITY COUNCIL MINUTES - APPROVED <br />CONSIDER APRIL 21, 1997, CITY COUNCIL MINUTES - APPROVED <br />CONSIDER RESOLUTION 97-35, A RESOLUTION AUTHORIZING PREMISE PERMIT <br />FOR ELK RIVER YOUTH HOCKEY TO OPERATE PULL TABS AT TIME OUT <br />RESTAURANT AND SPORTS BAR - APPROVED <br />CONSIDER ENTERING INTO LEASE FOR COPY MACHINE - APPROVED <br />CONSIDER AUTHORIZATION TO PURCHASE BLOWER FOR PARK <br />TRAILS - APPROVED <br /> <br />COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />4.1. Discussion on Fencinq Issue <br /> <br />City Engineer updated the Council on the background of the fencing issue. He <br />stated that the city approached MnDOT regarding the issues of safety along <br />Highway 169 and what could be done to improve conditions. A total of five <br />public participation meetings were held, one with each of the following groups: <br />school district, residents north of School Street, residents south of School Street, <br />business owners north of School Street, and business owners south of School Street. <br />Terry noted that there was no participation at the meetings scheduled with the <br />business owners and no letters were received from them regarding this issue. <br />MnDOT has agreed to fund 100% of the cost for the fence and lighting.
