Police Department

MEMORANDUM

Item ~ 3.4.

TO:

FROM:

DATE:

SUBJECT:

Mayor and City Council

Jeffrey A. Beahen. Chief of Police

July 8, 2003

Replacement of Officer Sarazin

Officer Sarazin has resigned from his position as police officer effective August 12, 2003. He
is leaving to attend William Mitchell School of Law.

I am asking permission to make a conditional offer to the next suitable candidate on our
current list, and contingent on passing the background, medical and psychological portions
of the process, to make a conditional offer of employment to the candidate.

I would also like to ask that we start this next officer as soon as possible, perhaps even a few
weeks before Officer Sarazin leaves. With Officer Heldt starting on July 14th, and the
position left vacant by the retirement of Chief Zerwas, we will be three officers short on
patrol for over three months. This will be a very dramatic loss in officer availability for
scheduling and we need to get our new officers on board and trained as soon as possible.

We have had very significant payroll savings over the past five months. Starting the next hire
two weeks early will have very little impact on our budget based on the projected payroll
savings through the end of the 2003 budget year.
