REQUEST FOR ACTION <br />To Item Number <br />Ci Council 6.1. <br />Agenda Section Meeting Date Prepared by <br />Administration Ma 17, 2010 ohn Anderson P.E. <br />Item Description Reviewed by <br />193`d Avenue Traffic Control Options Lori ohnson, Ci Administrator <br /> Reviewed by <br />Action Requested <br />The City Council is asked to consider options for modification to traffic control at the intersection of <br />193` Avenue and Tyler Street and the intersection of 193`d Avenue and Xavier Street and approve <br />installation of a signed and striped pedestrian crossing at 193`d Avenue and Xavier Street. <br />Background/Discussion <br />Existing traffic signage provides a stop condition on the minor approaches to 193`d Avenue at Xavier <br />Street and Tyler Street. Residents have made requests both formally in a petition and informally through <br />email or phone that the traffic control in place be reviewed and modified. <br />The petition submitted in July of 2009 requested that amulti-way stop be added at the intersection of <br />193`d Avenue and Xavier Street. The primary concern listed was safety for pedestrians crossing 193`d <br />Avenue. The petition also requested the speed limit on 193`d Avenue on the segment from Xavier to <br />Twin Lakes Road be set by City Council action to 30 MPH. The stop condition at Tyler Street has also <br />been questioned by residents. The concern that was raised on Tyler Street is that before 193`a Avenue <br />was constructed there was no stop condition on Tyler Street and the proper signage should be either to <br />stop 193`d or to stop all directions at this intersection. <br />The attached memo details a study of the traffic volumes and accident data at these intersections. Traffic <br />counts were completed to quantify the traffic volumes and compared with guidance in the Minnesota <br />Manual on Uniform Traffic Control on multi-way stops. The conclusion of this study is that at the <br />intersection of Tyler Street and 193` Avenue the data does not support changing the traffic control from <br />what is currently posted. At Xavier Street and 193`d Avenue the data does not support changing to a <br />multi-way stop but it would be appropriate to install a pedestrian crossing consisting of advance warning <br />signs, signs, and pavement markings on the westerly side of the intersection of 193`a Avenue and Xavier <br />Street. <br />Financial Impact <br />Should the City Council wish to proceed with installation of a pedestrian crossing with signage and <br />pavement marking the cost of these changes can be incorporated into the current construction of 193` <br />Avenue by work order. The amount of the work order would be expected to range from $2,000 to <br />$2,500 <br />
