REQUEST FOR ACTION <br />To Item Number <br />Ma or and Ci Council 6.5. <br />Agenda Section Meeting Date Prepared by <br />Administration Jeffrey Beahen, Chief of Police <br />Item Description Reviewed by <br />Request for Review of COPS Funding Process Lori ohnson, Ci Administrator <br /> Reviewed by <br />Action Requested <br />I am requesting that the Council review the COPS funding process and give the Police Department <br />guidance on whether or not we should remain in this competitive arena which is dependent on future <br />funding abilities. <br />Background/Discussion <br />The Police Department applied for a COPS hiring grant in July of 2009. That was brought before the <br />Council for approval, which was granted. The intent of the process at that time was to see if we became <br />eligible for the funding, and then determine if the City desired to remain part of the funding dependent <br />on predicted budgets for the next four years. <br />We did not receive the funding during the initial allotment but we were placed on a waiting list for the <br />next round of grants. On April 13, 2010, we received information that the Office of Community Oriented <br />Policing Services (COPS) was recently authorized to open the 2010 COPS Hiring Program (CHP) and <br />will award $298 million to address the full-time sworn needs of state, local, and tribal law enforcement <br />agencies nationwide and to increase their capacity to engage in community policing. <br />In 2010, COPS will select CHP grantees from the existing pool of 6,000- 2009 COPS Hiring Recovery <br />Program Applications. COPS will not accept new applications and expects to make fewer than 500 <br />awards with the limited. funding available. <br />In early June we will be asked to supply targeted updates to our application. We will have two weeks tc <br />work on and provide this new information. We will also be asked to describe our department's current <br />and planned community policing efforts, community partnerships and other community initiatives. <br />Financial Impact <br />There is financial impact to the City. The first three years of the COPS hire is paid for by Federal funding. <br />The City would have to agree to fund one full year of continued employment after the new hire <br />completes their third full year of employment. The City is not obligated to retain the officer after the end <br />of the fourth year. <br />In terms of our budget, there would be no impact until September of 2013. The 2013 budget would be <br />impacted by adding the estimated $17,000 in wages and benefits.
