Lori Johnson, City Administrator <br />City of Elk River <br />13065 arono Parkway <br />Elk River, MN 55330 <br />April 15, X010 <br />Re; Burandt Proposal related to the Tyler 1193rd Avenue Intersection <br />Ms, Johnson <br />As requested by the City Council at their April 5, X010 meeting 1 have investigated the possibilities of moving <br />ahead with the proposal presented at the February 16~` City Council meeting by Mr, David Burandt. 1 met with <br />Mr, Burandt at the site to review the limits of construction needed to affect the changes he suggested in his <br />proposal, Mr, Burandt had set stakes in the ground indicating the extent of where he would allow the grading to <br />take place on his property. The stakes he showed to me were located at most S feet south of his fence line, well <br />short of the space needed to accomplish the grading he suggests in his proposal, In discussing this with him 1 <br />asked if he had changed his mind on allowing the City to proceed with this change. Mr. Burandt told me that he <br />felt that the proposed changes to the stop sign and stop bar location would be adequate and he felt that the grading <br />he had earlier suggested would not be needed. ~ subsequently discussed this with Mr, Burandt on April 14 in a <br />telephone conversation to confirm that he is not interested in proceeding, He again confirmed to me that he has in <br />fact changed his mind. <br />At this point, without access to the Burandt property, we are limited to the existing Right of way owned by the <br />City, This being the case, it is not possible to proceed with arranging for the work outlined in the Burandt <br />proposal. with the modification to the stop sign and stop bar approved by the Council the intersection will have <br />necessary sight distance required by ASTHC~ design criteria.
