Item 7.1.6 <br />City of <br />~: . <br />ver <br />MEMORANDUM <br />o iy ~unc~~ <br />h~l ads, treat uer~ntenent <br />o arc~,N <br />~ rant <br />~n March 3, 2010, Dave Ho~.•vath, from the City of Zimmerman, and Z met with the <br />Sherburne County Solid Waste Advisory Committee to ~.•equest funding for brush and leaf <br />grinding in 2010. The Sherburne County Solid ~Iaste Advisory Committee has <br />recommended funding of ~48,OOD of SCARE funds for the four cities in the Sherburne <br />County Municipal Recycling Boa~.•d fo~.• 2010, The Sherburne County Board will act on this <br />recommendation at a future meeting. The X48,000 will fund three to four grindings of <br />compost/wood debris per site per year, SORE funds are provided by the State of <br />Minnesota and are presently on the governor's cut list so the Shelburne County Solid Taste <br />.~.dvisory Committee is looking for alternate sources of funding, <br />Dave and I also discussed the possibility of a vial ~.•un this summer of a sticker program, The <br />sticker pragrarn would be a step towa~.•ds a user fee funded compost program. Each Ci <br />~' <br />would sell ies~dents a wna.dshield st~cl~ea~• fo~• an annual fee of $25, Commercial haulers would <br />pay an annual fee of $100, The sites would be open dawn to dusl~ and would not be staffed <br />to verify compliance,lt would still be primarily an honor system; howeve~.•, it would be <br />possible for staff, who are doing other tasl~s in the area, to spot checl~ users, Signs posted at <br />all four c~fies' compost sites would inform the public of the fees. <br />The sticker program is the interim step toward a fully automated card controlled access <br />system, once in place, an automated system would male the entire compost program user <br />funded, T'he funds generated by a sticl~er• program could help defray SORE funds or be set <br />aside to help fund a future card access control system <br />The Sherburne County Municipal Recycling Board is also worl~ing with Sherburne Soil and <br />ate~.• Conserva~.on staff to apply fo~• a g~.•ant that would fund at least a portion of a ca~•d <br />controlled access system, <br />
