TO:

FROM:

DATE:

SUBJECT:

MEMORANDUM

Mayor and City Council

Phil Hals, Street/Park Superintendent

May 12, 2003

Hiring Part-time Summer Workers

*Item 3.5.*

Our needs for summer workers are as follows:

· 1 employee for athletic fields
· 2 employees for small turf mowers and weed whips
· 1 employee for large turf mower
· 1 employee for general park maintenance (watering trees, shelter clean up, playground
inspections, etc.)

I would recommend wages as follows:

First year employees are paid pay grade 1, step A or $9.21 per hour. Second year employees are
paid pay grade 1, Step B or $10.18 per hour. Returning employees with over 3 years work
experience with the City are paid at pay grade 1, Step c or $11.16 per hour.

It makes good financial sense to hire workers at pay grade 1 to do these jobs rather than have
full time employees at pay grade 10 doing them. In the spirit of budget savings, we would be
hiring 5 summer workers instead of the 7 that we had last season and have them work 30 hours
per week instead of 40 hours.

One position that we are cutting back is accounted for because the school district assumed
maintenance of its own athletic fields, but in general we will have park work that will not be
done because we are cutting back park employee hours.

I will be on hand at the meeting to answer any questions you may have.

Recommendation
Council approves the hiring of 5 summer workers.

PH:dl
