I .B. <br />ver <br />MEMORANDUM <br />TO: Parks and Recreation Commission <br />FROM: Steve Benoit, Recreation Manager <br />DATE: February 2, 2010 <br />SUBJECT: Recreation Program Fee Description <br />Re uest <br />The Elk River Parks and Recreation Department is looking for feedback from the <br />Commission in regards to how recreation program fees descriptions are listed in marketing <br />materials. <br />In 2010 the Elk River Parks and Recreation Department will begin the implementation of a <br />non-resident fee scale for recreation programs. A question has arisen in determining the <br />best method in which to list the new fee structure in our marketing materials. The intent is <br />to display the fee structure in a way that clearly indicates that Elk River Residents receive a <br />lower rate for programs, but also promotes to non-residents that they are encouraged to <br />participate in our programs. A concern that relates to how the fees are listed is the use of <br />the term "non-resident" which has a negative connotation. <br />Attached are two options of how the fee structures could be listed in marketing materials. <br />Please note the fee information in italics. <br />Staff Recommendation <br />Staff recommends that the method shown in example one be utilized for our marketing <br />materials. While still clearly indicating that Elk River Residents receive a lower rate for <br />programs, this description does not phrase the fee scale for non-residents with a negative <br />approach. It should also be noted that by having non-residents enrolled in our recreational <br />programs, classes that may have been canceled due to low enrollment can still be held giving <br />the residents interested a chance to still benefit from the activity. <br />
