MEMORANDUM <br />TO: Ice Arena Commission, Members <br />FROM: Rich Czech, Arena Manager <br />DATE: January 9, 2010 <br />SUBJECT: Agenda Memo -January 13, 2010 <br />5. State of Minnesota Department of Commerce, Office of Energy /Security Grant <br />As you are aware, the Arena is applying for a grant through the State of Minnesota <br />Department of Commerce, Energy /Security. The grant will be for Arena lighting as <br />well as a Low Emissivity Reflective Ceiling (in the Olympic) and Boilers for heating <br />the locker rooms in the Olympic rink and heating the water for the Zamboni. The <br />estimate total cost for all three items will be about $142,500.00. The contractor for <br />the labor costs to install the lighting will have his estimate completed on Monday so I <br />should be able to give a closer dollar figure at the meeting on Wednesday. There is 6 <br />million dollars in grant money that will be awarded too government entities, with a <br />maximum of $100,000.00 per rant. The grant application is due January 25t" 2010, <br />grants will awarded March 12t , 2010, and projects must be completed by March 31st, <br />2011. If the city is awarded the grant for all three items, the estimated start date to <br />begin the work would be May 17t" 2010 and should be completed by July 31St 2010. <br />The merit of the grants will be graded on a point system, the three major factors that <br />the points will be based on are; reduce energy use, create and or retain jobs in <br />Minnesota, and reduce emissions of green house gases. All three of our items we are <br />submitting in our grant application apply to these criteria's. Points will also be <br />awarded for matching funds that the applicant provides for the projects in the grant. <br />To increase our points, odds in being awarded the grant, I am asking the Arena <br />Commission to approve up to $42,500.00 from the bleacher fund, which is collected <br />by the ticket sales of the high school hockey games played at the Arena. To date the <br />fund balance is $39,417.00. By the end of the high school hockey season this year <br />(2009 - 2010) the estimated balance should be close or over the $42,500.00 that I am <br />asking to be approved. If the bleacher fund balance falls short at the end of the 2009 - <br />2010season, I am proposing that the shortfall of funds be taken out of the Arena's <br />maintenance and building budget until it can be paid back once the high school games <br />begin for the 2010 - 2011 season in November. <br />
