cti®n eueste <br />Council motion adopting a resolution designating use of the City of Elk River website as an alternative <br />method for disseminating advertisements for bids, requests for information, and requests fox proposals <br />~RFP's}. <br />ac~C r ®unl iscus~i®n <br />Per state law, if cities meet certain conditions, they axe authorized to solicit fox bids and RFP's on their <br />websites or in industry recognized trade journals as an alternative to the statutory requirements for <br />newspaper publication. The conditions are; <br />1. Must simultaneously publish, as part of the official minutes, a description of all the bid <br />advertisements and RFP's that have undergone the alternative notice and the means by which the <br />alternative notice occurred, <br />2. The alternative notice must be in substantially the same format and far the same time period as is <br />xequued for notices published in the paper. <br />3. For the first six months after a city designates the alternative publishing method, it must continue <br />to publish the bid advertisements and RFP's in the official newspaper i.n addirion to using the <br />alternative method. The publication of the notice in the aff~cial newspaper must indicate where to <br />find the designated alternative method. After expiration of the six month period, the alternative <br />notice will satisfy publication requirements. <br />~1'e currently use the Star~"e~vs for bids and RFP's and we use industry recognized trade journals, zf <br />approved, all of our• ad fox• bids and RFP natices would be published on the city website instead of the <br />Star.N~e~vs. Depending on the type of notice, there may be instances where we would also advertise in <br />trade journals in order to reach additional specialized vendors.
