;`': <br />r` _ <br />%oft"04ITY OF ELK RIVER <br />AN ORDINANCE OF THE CITY OF ELK RIVER AMENDING <br />SECTION 78-189, <br />AVAILABILITY <br />CHARGE, <br />CODE OF ORDINANCES <br />The City Council of the City of Elk River does hereby ordain as follows: <br />Section 1. Section 78-189, Service Availability Charge, of the City of Ells River <br />Code of Ordinances shall be amended to read as follows: <br />(a) Purpose. The debt service for the wastewater treatment facilities shall be recovered from <br />new connections by a service availability charge (SAC) assessed against new building units. <br />(b) Applacabiliy; payment; calculation. The service availability charge shall be paid at the time <br />at which a building peri-nit or a sewer connection permit is issued for all buildings to be <br />constructed or connected to the sewer system on or after the effective date of the ordinance <br />frorn which this article is derived.. No charge shall be due upon the issuance of a connection <br />permit if a charge was paid upon issuance of a building permit. The debt service connection <br />charge for each building or structure shall be equal to the number of SAC units tunes the <br />service availability charge in effect at the ti�n,e of the application. <br />(c) Residential dwellings. The SAC units for various residential dwellings shall be calculated as <br />follows: <br />(1) Single-family houses, townhouses and duplex units: 1,0 unit. <br />(2) Condominium and aparti-nent units: 0.8 unit. <br />(3) Public housing units subsidized under any federal program for low and <br />moderate income housing: 0.8 unit. <br />(d) Commercial, public and insfitationalficxlities; The SAC units for various commercial, public <br />and institutional facilities shall be calculated according to the following table: <br />SERVICE AVAILABILITY CHARGE (SAC) UNITS <br />Facility <br />Animal clinic (humane societies, animal research, boarding, etc:): <br />Animal holding areas <br />Animal runs <br />Archery (6jeetllane) <br />Arenas (bleachers 18 inches f person) <br />Assisted Living <br />(seeformula belom to determine the number o f residents) <br />No washer f dryer in each unit <br />arameter SAC <br />17 fixture units <br />34 fixture units <br />6 lanes <br />110 seats <br />3 residents <br />
