West, Fire Chief\',:/~ ~ <br /> <br />DATE: June 4, 2001 <br /> <br />SUBJECT: Part-time Underground Utility Facility Inspector <br /> <br />Item ~ 4.2. <br /> <br />Part of the underground gas line discussion within the past few months has referenced the <br />hiring of a part-time underground utility facility inspector. The City of Elk River has <br />advertised for the position and two applicants from within the Elk River Fire Department <br />have applied. Jeremy Collins and Rob Dreissig have applied for the part-time underground <br />utility facility inspector position. The part-time position was discussed with each candidate <br />during the candidate interview. We also discussed the positions flexibility in reference to work <br />hours and this was emphasized to the two potential candidates. An issue was raised during <br />the interview process as to the possibility of sharing the part-time facility inspector position <br />for ease of this position fitting into the candidate's normal hours. <br /> <br />The proposal for the part-time underground utility facility inspector is to put in approximately <br />10-20 hours per week and expenditures will be between $7,000-$8,500 during 2001. The <br />projected revenues from the right-of-way permits are estimated at $10,000 for 2001 and the <br />entire permitting process will be reviewed at the end of the construction season. <br /> <br />The discussion during the interview process of possibly sharing the part-time hours amongst <br />the two candidates is a workable solution between both position candidates. Each of the <br />candidates meets the minimum qualifications as set forth within the City of Elk River position <br />analysis. The Gopher State One Calls rules and regulations were reviewed and discussed with <br />each of the position candidates. <br /> <br />Action requested <br />At this time I am asking Council approval to hire Jeremy ColLins and Rob Dreissig for the <br />position of part-time underground facility utility inspector. With the hiring of two part-time <br />facility inspectors this will enable the work schedules to be flexible for both of the facility <br />inspectors. I am very happy to have these two candidates come forward and fill the position <br />of part-time underground facility utility inspector for the City of Elk River. I believe this is a <br />very important position to ensure compliance within our community of the Gopher State One <br />Calls rules and regulations referencing underground utility construction. I will be in <br />attendance at the June 4, 2001 City Council meeting to answer any questions the Mayor and <br />City Council may have in reference to the above issue. <br /> <br /> <br />
