City of <br />Elk -..-, <br />River <br />REQUEST FOR ACTION <br />To Item Number <br />Plannin Commission 6.1. <br />Agenda Section Meeting Date Prepared by <br />Planning Items December 8, 2009 Jeremy Barnhart, AICP <br /> Plannin Mana er <br />Item Description Reviewed by <br />2010 - 2014 Draft Capital Improvement Plan -Consistency Tim Simon, Finance Director <br />with Comprehensive Plan Reviewed by <br />Action Requested <br />Motion to fmd the 2010-2014 Capital Improvement Plan consistent with the City's Comprehensive Plan. <br />Background/Discussion <br />The City's Capital Improvements Plan (CIP) is a planning tool prepared annually by the Finance <br />Department that helps city departments plan ahead for major capital expenditures. In Elk River, it is a 5- <br />year plan that addresses road projects, sewers, park improvement equipment, etc. It allows all city <br />departments to identify needs, plan physically and financially, make sound financial decisions and <br />implement city plans. <br />The Planning Commission reviews the CIP prior to City Council adoption to ensure projects are not <br />inconsistent with the Comprehensive Plan. The intent is that public expenditures do not contradict the <br />overall plans of the city. In a developing city like Elk River, many of the improvements are upgrades to <br />existing facilities; however, there is a potential of a major discrepancy as improvements are made to <br />facilitate new growth. <br />Staff has reviewed the CIP for consistency with the Comprehensive Plan and finds that it is consistent. If <br />you would like a detail sheet on any of the projects, please contact Tim Simon, Finance Director prior to <br />the meeting. The City Coucnil will publish a final review on December 21, 2009. <br />Recommendation <br />Staff recommends the Planning Commission find the 2010- 2014 CIP is consistent with the City's <br />Comprehensive Plan. <br />Attachments <br />
