r ~t <br />~~ <br />~ty of ~ <br />lk River <br />MEMORANDUM <br />Item 5.16. <br />TO: Mayor & City Council <br />FROM: Pat Klaers, City Administrator <br />DATE: July 17, 1995 <br />SUBJECT: Water Restriction Ordinance <br />During the hot summer season of 1988, the City Council called for a <br />voluntary watering ban. The City has not had a need for such a watering <br />ban since that time. <br />With the current heat wave that the state is experiencing, many cities are <br />being forced into water restrictions in order to ensure that adequate water is <br />available to fight fires. Once our two new wells and towers in the northeast <br />and west are on line, we don't believe that we will need any watering <br />• .restrictions in the foreseeable future. However, weather in Minnesota is <br />unpredictable and the need may arise at some time in the future, or even in <br />later 1995. <br />The Elk River Municipal Utilities Commission has passed a motion that <br />requests the city to adopt an ordinance that allows for the Utilities <br />Commission to order watering restrictions if necessary. The model that is <br />being looked at is the one that is in effect in the City of Anoka. Once <br />watering restrictions are ordered, the city would have to publicize this fact <br />through the Twin Cities newspapers and radio and T.V. stations like all other <br />metropolitan communities currently do when the situation arises. <br />Attached for your consideration is an ordinance as prepared by the City <br />Attorney which allows for the watering restrictions under certain conditions. <br />n <br />U <br />13065 Orono Parkway • P.O.
