ITEM N0. 7.4
June 1, 1995
File: 230-271-10
('0151`6TI6G ENGIRIERS Honorable Mayor and City Council
1326 Energy Park Drive City of Elk River
sr. Prrul, nw sslDa 13065 Orono Parkway
P.O. Box 490
612~64f-4389 Elk River, MN 55330
1~800~888~2923
Fax:612~644A4d6 ~; 1995 BITUMINOUS OVERLAY PROJECT
Dear Council Members:
As you directed, we have prepared the feasibility study for the 1995 Bituminous Overlay
Improvements. As you recall, this includes the areas of Greenhead Acres 1st, 2nd, and 3rd
Additions, Country Side Acres Addition, and the Avon Acres Area along east TH 10.
These areas have been recommended by Street Superintendent Phil Hals for a bituminous
overlay in 1995. It has been the City's practice to periodically undertake these types of
CIVIIENGINEERINCr improvements in an effort to rehabilitate existing streets before deterioration gets to the
ENVIRONMENTAL point that reconstruction is the only viable alternative. In accordance with the City's
MUNICIPAL Assessment Manual, it is proposed to assess 100% of the project costs to the benefitting
~NING properties on a per unit basis. We have analyzed the assessment rates on an azea by azea
I1D WASTE basis. This analysis indicated that each area would have approximately the same assessment
sreucnrRAL rate. Therefore, the feasibility study recommends aCity-wide assessment rate estimated
suRVEYINC at $1,505 per unit.
TRAFFIC
TRANSPORTATION The schedule presented in the feasibility study recommends a public hearing be held on
June 26. It also suggests proceeding with plans and specifications at this time to expedite
ELECTR~cAuMECHANICAr the project. Attached are two draft resolutions for your consideration. The first accepts
ENGINEERING the feasibility study and calls for the public hearing. The second authorizes the preparation
r"AC of plans and specifications.
POWER DISTRIBUTION
scnoA If you have any questions regarding this information, I will be in attendance at your June 5,
SYSTEM CONTROLS
1995, City Council meefing.
Sincerely,
MSA, CONSULTING ENGINEERS
~- G2~
Terry/~au~E.
OFFICEStN:
.INNEAPOLIS TJMaw
PRIORIAKE Enclosure
sr.
