.~ ( \~ <br />~lk~ . <br />River <br />MEMORANDUM <br />**ITEM NO. 5.4** <br />TO: Mayor & City Council <br />FROM: Pat Klaers, City Adm~~br <br />DATE: June 5,1995 J~ <br />SUBJECT: Development of Recreation Fields <br />At the last City Council meeting on May 22, 1995, the council agreed to continue <br />discussion on the development of youth recreation fields on 12.5 acres of the Wastewater <br />Treatment Plant (WWTP) land. Staffwas planning to get back to the City Council at this <br />June 5, 1995, meeting with a recommendation on how the 12.5 acres could be developed <br />in phases. The phasing is desired so that the caphal costs can be spread out over a few <br />years. <br />The proposal for recreation fields has been delayed and is now scheduled to be presented <br />to the City Council on June 19, 1995. This will allow time for staffto work with the Pazk <br />• and Recreation Commission on a recommendation. The commission meets on 6/14/95. <br />One item that has not been discussed in the past but will need discussion in the fixture <br />relates to the fimdmg of the improvements. At this time, all of the expenses are planned to <br />be City of Elk River expenses. If youth soccer or youth baseball are to benefit by having <br />more fields available for their use and the city cannot afford to construct these fields on its <br />own, then we may need some contributions from these youth organizations. <br />No action is necessary by the City Council on this agenda item.
