I .C. <br />fiver <br />MEMORANDUM <br />TO: Parks and Recreation Commission <br />FROM: Bill Maertz, Parks and Recreation Director <br />DATE: October 14, 2009 <br />SUBJECT: Downtown to Babcock Trail Phase Two <br />Item <br />In March of 2009 staff applied for a DNR grant and federal stimulus funding for <br />constructing phase two of the trail from downtown Elk River to Babcock Memorial Park. <br />This trail is a vital link in connecting downtown Elk River to the Northstar rail station and <br />Anoka County's proposed Mississippi River Trail. In September 2009 the DNR announced <br />the first grants funded by the Legacy Amendment revenue. There is over $3 Million available <br />for trails in the Regional Trail Legacy Grant program. The maximum grant per project is <br />$500,000. <br />Potential Funding Scenario: <br />Regional Trail Legacy Grant $500,000 <br />Federal Transportation Funding $400,000 <br />Minnesota State Aid Funds $250,000 <br />Landfill Abatement Funds X212.946 (use of recycled materials) <br />Total Project Cost (estimate) $1,362,946 <br />City Engineer/Public Works Director Terry Maurer will be attend the meeting to discuss the <br />federal and state funding portion of the project. <br />Action Requested <br />The Parks and Recreation Commission is being requested to make a recommendation to the <br />City Council to pass a resolution authorizing staff to apply for a Regional Trail Legacy <br />Grant. <br />Attachments <br />Trail Plan Exhibit <br />Cost Estimate <br />DNR Letter <br />
