Box 430 Phone: 763.441.2020 <br />Elk River, MN 55330-0430 Fax: 763.441.8099 <br />September 3, 2009 <br />To: Elk River Municipal Utilities Commission <br />John Dietz <br />Jerry Gumphrey <br />Daryl Thompson <br />From: Troy Adams <br />Subject: Review and Consider Revisions to the ERMU Employee Handbook <br />At the July 14`h commission meeting, staff was directed to have Mark Mathison from Gray Plant Mooty <br />review the ERMU Employee Handbook in its entirety while incorporating in the newly revised policies. <br />These newly revised policies include the recently updated On-Call Policy and Education Assistance <br />Policy. Also to be included are the nine policies the Commission directed staff to write in 2008. These <br />nine policies were reviewed and revised by Mr. Mathison and then approved by the Commission in <br />February 2009. These policies are: <br />1. Business Conduct <br />2. Ethics, Gifts and Conflicts of Interest <br />3. Dismissal or Lay Off <br />4. Use and Disposal of Utility Property <br />5. Inventory <br />6. Job Posting <br />7. Performance Reviews <br />8. Time Reporting Policy <br />9. Office Equipment, Email and Internet Use <br />Although these policies could stand alone, it makes good sense to integrate these into the Employee <br />Handbook. The exception to that would be the policy on Inventory and the policy on Use and Disposal of <br />Utility Property. These two should remain separate of the handbook because they are more procedural <br />policies than personnel policies. <br />After multiple discussions with staff, Mr. Mathison has finished reviewing the handbook and has drafted <br />a revised handbook. Enclosed for Commission review are the following: <br />1. Nine Commission ordered policy additions approved February 2009 <br />2. Current Employee Handbook <br />3. Summary of proposed changes from Mr. Mathison <br />4. Redline of changes from Mr. Mathison <br />5. Proposed revision of Employee Handbook from Mr. Mathison <br />
