Agenda Section Meeting Date Prepared by Consent une 15, 2009 Lori ohnson, Ci Administrator Item Description Reviewed by Consider Master Labor Agreement Between the City of Elk River and Law Enforcement Labor Services Loca1231 for Reviewed by January 1, 2009 to December 31, 2010 Action Requested Approve Master Labor Agreement (Contract) between the City of Elk River and Law Enforcement Labor Services Loca1231 for January 1, 2009 to December 31, 2010. Background/Discussion On April 6, 2009, the City Council met in closed session to discuss the ongoing negotiations with LELS Loca1231 regarding the proposed Contract. Following discussions between staff and the Union, the Union recently voted to approve the Contract as proposed. The provisions of the Contract are consistent with previous Council discussion; the changes are as follows: P~ 1.5% increase effective January 1, 2009, with a provision allowing the Council the option to increase the pay following the end of the legislative session an additional 1.5% effective July 1, 2009. 2010 pay increases by 2% if less than 25% of the City's 2009 Local Government Aid is cut. If LGA is cut 25% or more, there is no pay increase in 2010. Uniform Allowance: Uniform allowance increases by $25 in 2009 to $700 and by $20 in 2010 to $720. Court Time: Late cancellation payment is increased to one hour and time and one-half. Sick Leave: Language is changed to be consistent with City Personnel Policy. Insurance: Language remains the same with an option for the Union to reopen the 2010 Contract to discuss insurance. Post Retirement Healthcare Savings: Employee payment increases to $55 in 2009 and $65 in 2010. Field Training Officer Pad Pay increased to one hour at time and a half per day when serving as FTO.
