REQUEST FOR ACTION <br />To Item Number <br />Ci Council 3.9. <br />Agenda Section Meeting Date Prepared by <br />Consent une 15, 2009 Lori ohnson, Ci Administrator <br />Item Description Reviewed by <br />Consider Master Labor Agreement Between the City of Elk <br />River and Law Enforcement Labor Services Loca1231 for Reviewed by <br />January 1, 2009 to December 31, 2010 <br />Action Requested <br />Approve Master Labor Agreement (Contract) between the City of Elk River and Law Enforcement Labor <br />Services Loca1231 for January 1, 2009 to December 31, 2010. <br />Background/Discussion <br />On April 6, 2009, the City Council met in closed session to discuss the ongoing negotiations with LELS <br />Loca1231 regarding the proposed Contract. Following discussions between staff and the Union, the <br />Union recently voted to approve the Contract as proposed. <br />The provisions of the Contract are consistent with previous Council discussion; the changes are as <br />follows: <br />P~ 1.5% increase effective January 1, 2009, with a provision allowing the Council the option to <br />increase the pay following the end of the legislative session an additional 1.5% effective July 1, 2009. <br />2010 pay increases by 2% if less than 25% of the City's 2009 Local Government Aid is cut. If LGA <br />is cut 25% or more, there is no pay increase in 2010. <br />Uniform Allowance: Uniform allowance increases by $25 in 2009 to $700 and by $20 in 2010 to <br />$720. <br />Court Time: Late cancellation payment is increased to one hour and time and one-half. <br />Sick Leave: Language is changed to be consistent with City Personnel Policy. <br />Insurance: Language remains the same with an option for the Union to reopen the 2010 <br />Contract to discuss insurance. <br />Post Retirement Healthcare Savings: Employee payment increases to $55 in 2009 and $65 in 2010. <br />Field Training Officer Pad Pay increased to one hour at time and a half per day when serving as <br />FTO. <br />S:\Council\Lori\2009\Union Contract LELS 231 06 15 09.doc <br />
