.ver <br />MEMORANDUM <br />TO: Economic Development Authority <br />Planning Commission <br />FROM: Jeremy Barnhart, Planning Manager <br />DATE: June 5, 2009 <br />SUBJECT: 171St Focused Area Plan update <br />At their meeting on June 1, 2009, the City Council postponed further discussion on the <br />Focused Area Study pending MnDOT's decision on the interchange grant application, which <br />is expected in July of this year. <br />Commissioners may recall that much of the plan (land uses, internal road network) was <br />based on the location of a future interchange on Highway 10/ 169. In late April, City staff <br />learned that MnDOT has a program to award transportation dollars toward the construction <br />of an interchange, with the main goal of stimulating economic development. Initially, the <br />award maximum was $10 million, but has since been increased to $20 million. The City <br />Council authorized staff to apply for the grant at their meeting on June 1. <br />In the event that the City is awarded the grant, the City could develop geometric plans, <br />providing the details requested by property owners in the area. These details would address <br />location and design. Aland use plan for the west side could also be developed at that time, <br />to consider any necessary changes. <br />If the City is not awarded the grant, it will be recommended that the plan reflect "possible <br />future interchange" but show a new signalized intersection (pending approval by MnDOT) <br />at the location shown on the plans. Aland use plan for the west side could also be <br />developed at that time. <br />Once information becomes available, Staff will provide additional updates, likely at the end <br />of July ar early August. <br />
