Elk River
Municipal Utilities
13069 Orono Parkway • P.O. Box 430
Elk River, MN 55330-0430
Apri17, 2009
To: Elk River Municipal Utilities Commission
John Dietz
Jerry Gumphrey
Daryl Thompson
From: Troy Adams
Subj: Review and Consider Staff Restructuring Clarification
Phone: 763.441.2020
Fax: 763.441.8099
Effective Apri12009, the Utilities has transitioned to a new staff organizational structure (see
attached staff organizational chart). Included in this restructuring were the promotion of Lloyd
Lorenzen from Lead Lineperson to Line Foreperson and the promotion of Mike Thiry from Lead
Lineperson to Inventory Foreperson. This restructuring also included the creation of two new
positions, the Director of Operations and the Superintendent of Electrical Services. These two
new positions were to be evaluated for 60 days and then reviewed with the assistance of Riley,
Dettmann & Kelsey for comparable worth compliance and retroactive salaries. For the two
employees being promoted to the Foreperson pay class, this 60 day evaluation was not specified.
Staff requests Commission clarification on the starting date of the pay increase for the two
employees promoted to the Foreperson pay class. The pay increase for these two employees
would be a $1.00 an hour increase. Because the pay class is already established, staff
recommends approving the $1.00 pay increase without the 60 day evaluation retroactive to April
1, 2009.
