~j <br />Elk River -~-~ <br />Municipal Utilities <br />13069 Orono Park~aay <br />Elk River, MN 55330 <br />July 5, 2005 <br />To: Elk River Municipal Utilities Commission <br />Jerry Takle <br />Jim Tralle <br />John Dietz <br />From: Bryan Adams <br />Subject: Otsego Gro~~~th & Hwy 101 Intersection <br />phone: 763.441.2020 <br />Fax: 763.441.8099 <br />During the last couple of Elk River Municipal Utilities Commission meetings we have <br />discussed both the Hwy 101 intersection construction at CSAH 39 & 42, and in general <br />Otsego growth. <br />On June 22, 2005 your staff met with IV1I~'DOT concerning the utility crossings at CSAH <br />39 & 42. It was obvious during this meeting, MNDOT was very preoccupied with the <br />pending state shutdown and ho~~~ it would affect them. MNDOT was very insistent that <br />small utilities (electric, gas, telecommunication) not parallel MNDOT right-of--way on <br />state right-of--way. We can only cross perpendicular to MNDOTrigM-of--way. This will <br />require us to do the following. <br />1) Abandon our existing three Hwy 101 crossings and replace them at same <br />location but much deeper. CSAH 42 crossing is currently overhead but <br />will be placed underground. After MNDOT has completed the soil borings, <br />they will establish at what elevation we can cross Hvvy 101. Depending <br />upon the duration of the state shutdown, our phase of the work will not <br />take place until late 2005 but probably spring 2006. <br />2) We will not be able to serve Otsego growth from Station 14 substation but <br />from Otsego substation which we planned to upgrade next year. <br />3) We need to authorize USG to do the necessary engineering to upgrade the <br />Otsego substation. Estimated engineering costs are $20,000. The estimated <br />costs of the Otsego substation upgrade are in the $220,000 range. <br />
